    Meta AI is a research division of Meta (formerly Facebook) that develops artificial intelligence and augmented reality technologies. == History == Meta AI was founded in 2013 as Facebook Artificial Intelligence Research (FAIR). FAIR released Torch deep-learning modules as well as PyTorch in 2017, an open-source machine learning framework, which was subsequently used in several deep learning technologies, such as Tesla's autopilot and Uber's Pyro. That same year, a pair of chatbots were falsely rumored to be discontinued for developing a language that was unintelligible to humans. FAIR clarified that the research had been shut down because they had accomplished their initial goal to understand how languages are generated by their models, rather than out of fear. FAIR was renamed Meta AI following the rebranding that changed Facebook, Inc. to Meta Platforms Inc. On October 1, 2025, Facebook announced "We will soon use your interactions with AI at Meta to personalize the content and ads you see". == Virtual assistant == Meta AI is also the name of the virtual assistant developed by the team, now integrated as a chatbot into Meta's social networking products. It is also available as a subscription-based stand-alone app. The virtual assistant was pre-installed on the second generation of Ray-Ban Meta smartglasses, and can incorporate inputs from the glasses' cameras after an update. It is also available on Quest 2 and newer HMDs. Since May 2024, the chatbot has summarized news from various outlets without linking directly to original articles, including in Canada, where news links are banned on its platforms.     The Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law (also called Framework Convention on Artificial Intelligence or AI convention) is an international treaty on artificial intelligence. It was adopted under the auspices of the Council of Europe (CoE) and signed on 5 September 2024. The treaty aims to ensure that the development and use of AI technologies align with fundamental human rights, democratic values, and the rule of law, addressing risks such as misinformation, algorithmic discrimination, and threats to public institutions. More than 50 countries, including the EU member states, have endorsed the Framework Convention on Artificial Intelligence. == Background == The development of the Framework Convention on AI emerged in response to growing concerns over the ethical, legal, and societal impacts of artificial intelligence. The Council of Europe, which has historically played a key role in setting human rights standards across Europe, initiated discussions on AI governance in 2020, leading to the drafting of a binding legal framework. The process of creating the Framework Convention began in 2019 with the ad hoc Committee on Artificial Intelligence (CAHAI) assessing the feasibility of the instrument. In 2022, the Committee on Artificial Intelligence (CAI) took over the process, drafting and negotiating the text of the Convention. The treaty is designed to complement existing international human rights instruments, including the European Convention on Human Rights and the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data. == Structure and content == The Convention establishes fundamental principles for AI governance, including transparency, accountability, non-discrimination, and human rights protection through eight chapters and 26 articles. Adopted in 2024, this landmark treaty addresses AI governance through seven core principles and detailed implementation mechanisms. It mandates risk and impact assessments to mitigate potential harms and provides safeguards such as the right to challenge AI-driven decisions. It applies to public authorities and private entities acting on their behalf but excludes national security and defense activities. Implementation is overseen by a Conference of the Parties, ensuring compliance and international cooperation. Activities within the AI system lifecycle must adhere to seven fundamental principles, ensuring compliance with human rights, democracy, and the rule of law. The treaty also establishes remedies, procedural rights and safeguards, and risk and impact management requirements to promote accountability, transparency, and responsible AI development. The treaty consists of five chapters. Chapter I contains general provisions. Chapter II states the general obligation to protect human rights and the integrity of democratic processes and respect of the rule of law. The main principles and rights are contained in Chapter III, which consists of Articles 6 to 13. Chapter IV (Articles 14 to 15) sets up the legal remedies. Chapter V states the risk and impact management framework. Chapter VI facilitates the implementation criteria of the treaty. Chapter VII sets the co-operation and oversight mechanisms. Chapter VIII contains various concluding clauses. Article 1 declares the objectives of the treaty, to ensure that activities within the lifecycle of artificial intelligence systems are fully consistent with human rights, democracy and the rule of law. == Entry into force == The treaty will enter into force on the first day of the month following the expiration of a period of three months after the date on which five ratification made by five countries, including three member states of the Council of Europe. == Competing approaches == While the CoE's AI Convention represents a multilateral effort to regulate AI through a human rights-based approach, alternative frameworks have also been proposed. One notable example is the Munich Draft for a Convention on AI, Data and Human Rights, an initiative led by legal scholars and policymakers in Germany. The Munich Draft advocates for stronger safeguards against AI-related risks, emphasizing stricter data protection measures, accountability for AI developers, and explicit prohibitions on high-risk AI applications, such as mass surveillance and autonomous lethal weapons. Unlike the CoE convention, which focuses on balancing innovation with regulation, the Munich Draft takes a more precautionary stance, calling for tighter controls over AI deployment in sensitive domains. Other competing international efforts include the OECD’s AI Principles, the GPAI (Global Partnership on AI), and the European Union's AI Act, each of which offers different regulatory strategies to govern AI at regional and global levels. == Signatories == Signatories include Andorra, Canada, the European Union, Georgia, Iceland, Israel, Japan, Liechtenstein, the Republic of Moldova, Montenegro, Norway, San Marino, Switzerland, Ukraine, the United Kingdom, the United States, and Uruguay. == Endorsement == The treaty was widely endorsed by leading AI policy experts, including Stuart J. Russell, Virginia Dignum, Emma Ruttkamp-Bloem, Pascal Pichonnaz, Maria Helen Murphy, Angella Ndaka, Hannes Werthner, Katja Langenbucher, Gry Hasselbalch, Ricardo Baeza-Yates, Kutoma Wakunuma, Gianclaudio Malgieri, Oreste Pollicino, Nagla Rizk, Giovanni Sartor, Lee Tiedrich, Ingrid Schneider, Eduardo Bertoni, Garry Kasparov, Merve Hikcok, and Marc Rotenberg. The treaty was also endorsed by notable political leaders, including Theodoros Roussopoulos, President of the Parliamentart Assembly in the Council of Europe, and Christopher Holmes, Member of the House of Lords of the United Kingdom, and by the International Bar Association (IBA), and personally by Almudena Arpón de Mendívil, President of the IBA. At that time, talking about AGI "would put you on the lunatic fringe".     SCADA Strangelove is an independent group of information security researchers founded in 2012, focused on security assessment of industrial control systems (ICS) and SCADA. == Activities == Main fields of research include: Discovery of 0-day vulnerabilities in cyber physical systems and coordinated vulnerability disclosure; Security assessment of ICS protocols and development suites; Identification of publicly Internet-connected ICS components and secure it with help of proper authorities; Development of security hardening guides for ICS software; Mapping cybersecurity on to functional safety; Awareness control and delivery of information regarding the actual security state of ICS systems. SCADA Strangelove's interests expand further than classic ICS components and covers various embedded systems, however, and encompass smart home components, solar panels, wind turbines, SmartGrid as well as other areas. == Projects == Group members have and continue to develop and publish numerous open source tools for scanning, fingerprinting, security evaluation and password bruteforcing for ICS devices. These devices work over industrial protocols such as modbus, Siemens S7, MMS, ISO EC 60870, ProfiNet. In 2014 Shodan used some of the published tools for building a map of ICS devices which is publicly available on the Internet. Open source security assessment frameworks, such as THC Hydra, Metasploit, and DigitalBond Redpoint have used Shodan-developed tools and techniques. The group has published security-hardening guidelines for industrial solutions based on Siemens SIMATIC WinCC and WinCC Flexible. The guidelines contain detailed security configuration walk-throughs, descriptions of internal security features and appropriate best practices. Among the group’s more noticeable projects is Choo Choo PWN (CCP) also named the Critical Infrastructure Attack (CIA). This is an interactive laboratory built upon ICS software and hardware used in real world. Every system is connected to a toy city infrastructure, which includes factories, railroads and other facilities. The laboratory has been demonstrated at various conferences including PHDays, Power of Community, and 30C3. Primarily the laboratory is used for the discovery of new vulnerabilities and for evaluation of security mechanisms, however it is also used for workshops and other educational activities. At Positive Hack Days IV, contestants found several 0-day vulnerabilities in Indusoft Web Studio 7.1 by Schneider Electric, and in specific ICS hardware RTU PET-7000 during the ICS vulnerability discovery challenge. The group supports Secure Open SmartGrid (SCADASOS) project to find and fix vulnerabilities in intellectual power grid components such as photovoltaic power station, wind turbine, power inverter. In their talks, group members often refer to Cold War events such as the Caribbean Crisis, and draw parallels between nuclear arms race and the current escalation of cyberwar. Group members follow the approach of “responsible disclosure” and “ready to wait for years, while vendor is patching the vulnerability”. Public exploits for discovered vulnerabilities are not published. This is on account of the longevity of ICS and by implication the long process of patching ICS. However, conflicts still happen, notably in 2012 when the talk at DEF CON was called off due to a dispute of persistent weaknesses in Siemens industrial software.

The movement was established in Utrecht in May 2023 by software entrepreneur Joep Meindertsma. == Proposal == PauseAI's stated goal is to "implement a temporary pause on the training of the most powerful general AI systems". Their website lists some proposed steps to achieve this goal: Set up an international AI safety agency, similar to the IAEA. Only allow training of general AI systems if their safety can be guaranteed. Only allow deployment of models after no dangerous capabilities are present. == Background == During the late 2010s and early 2020s, a rapid improvement in the capabilities of artificial intelligence models known as the AI boom was underway, which included the release of large language model GPT-3, its more powerful successor GPT-4, and image generation models Midjourney and DALL-E. This led to an increased concern about the risks of advanced AI, causing the Future of Life Institute to release an open letter calling for "all AI labs to immediately pause for at least six months the training of AI systems more powerful than GPT-4". The letter was signed by thousands of AI researchers and industry CEOs such as Yoshua Bengio, Stuart Russell, and Elon Musk. == History == Founder Joep Meindertsma first became worried about the existential risk from artificial intelligence after reading philosopher Nick Bostrom's 2014 book Superintelligence: Paths, Dangers, Strategies. Meindertsma claimed the rate of progress in AI alignment research is lagging behind the progress in AI capabilities, and said "there is a chance that we are facing extinction in a short frame of time". As such, he felt an urge to organise people to act. PauseAI's first public action was to protest in front of Microsoft's Brussels lobbying office in May 2023 during an event on artificial intelligence. In November of the same year, they protested outside the inaugural AI Safety Summit at Bletchley Park. The Bletchley Declaration that was signed at the summit, which acknowledged the potential for catastrophic risks stemming from AI, was perceived by Meindertsma to be a small first step. But, he argued "binding international treaties" are needed. He mentioned the Montreal Protocol and treaties banning blinding laser weapons as examples of previous successful global agreements. In February 2024, members of PauseAI gathered outside OpenAI's headquarters in San Francisco, in part due to OpenAI changing its usage policy that prohibited the use of its models for military purposes. On 13 May 2024, protests were held across thirteen countries before the AI Seoul Summit, including the United States, the United Kingdom, Brazil, Germany, Australia, and Norway. Meindertserma said that those attending the summit "need to realize that they are the only ones who have the power to stop this race". Protesters in San Francisco held signs reading "When in doubt, pause", and "Quit your job at OpenAI. Trust your conscience". Jan Leike, head of the "superalignment" team at OpenAI, resigned two days later due to his belief that "safety culture and processes [had] taken a backseat to shiny products".

He was appointed in October 2017 by Vice President and Prime Minister of the UAE and Ruler of Dubai, Sheikh Mohammed bin Rashid Al Maktoum. The UAE was the first country to appoint a minister for artificial intelligence. == Early life and education == Al Olama was born on 16 February 1990 in Dubai. He has a bachelor's degree in Business and Administration and Management from the American University in Dubai, and a Diploma in Excellence and Project Management from the American University in Sharjah. == Career == Between February 2012 and May 2014, Al Olama was member of the corporate planning at the UAE's Prime Minister's Office. From November 2015 to November 2016, he was Deputy Head of Minister's Office at the UAE's Prime Minister's Office. This metric has been criticized as not being well correlated with BLEU (BiLingual Evaluation Understudy) scores. == Adaptive to colloquialism, argot or slang == Is the system adaptive to colloquialism, argot or slang? The French language has many rules for creating words in the speech and writing of popular culture. Two such rules are: (a) The reverse spelling of words such as femme to meuf. (This is called verlan.) (b) The attachment of the suffix -ard to a noun or verb to form a proper noun. For example, the noun faluche means "student hat". The word faluchard formed from faluche colloquially can mean, depending on context, "a group of students", "a gathering of students" and "behavior typical of a student". Using an interlingua should be helpful in this regard, because with a fixed interlingua one should be able to write a grammatical mapping to the target language from the interlingua. Consider the following Arabic language input and English language translation result from the Google translator as of 27 December 2006 [4]. As noted above and in, this kind of round-trip translation is a very unreliable method of evaluation. == Trustworthiness and security == An interesting peculiarity of Google Translate as of 24 January 2008 (corrected as of 25 January 2008) is the following result when translating from English to Spanish, which shows an embedded joke in the English-Spanish dictionary which has some added poignancy given recent events: Heath Ledger is dead ==> Tom Cruise está muerto This raises the issue of trustworthiness when relying on a machine translation system embedded in a Life-critical system in which the translation system has input to a Safety Critical Decision Making process. Conjointly it raises the issue of whether in a given use the software of the machine translation system is safe from hackers. It is not known whether this feature of Google Translate was the result of a joke/hack or perhaps an unintended consequence of the use of a method such as statistical machine translation. Reporters from CNET Networks asked Google for an explanation on January 24, 2008; Google said only that it was an "internal issue with Google Translate". The mistranslation was the subject of much hilarity and speculation on the Internet. If it is an unintended consequence of the use of a method such as statistical machine translation, and not a joke/hack, then this event is a demonstration of a potential source of critical unreliability in the statistical machine translation method. In human translations, in particular on the part of interpreters, selectivity on the part of the translator in performing a translation is often commented on when one of the two parties being served by the interpreter knows both languages. This leads to the issue of whether a particular translation could be considered verifiable. In this case, a converging round-trip translation would be a kind of verification.

    RevoScaleR is a machine learning package in R created by Microsoft. It is available as part of Machine Learning Server, Microsoft R Client, and Machine Learning Services in Microsoft SQL Server 2016. The package contains functions for creating linear model, logistic regression, random forest, decision tree and boosted decision tree, and K-means, in addition to some summary functions for inspecting and visualizing data. It has a Python package counterpart called revoscalepy. Another closely related package is MicrosoftML, which contains machine learning algorithms that RevoScaleR does not have, such as neural network and SVM. In June 2021, Microsoft announced to open source the RevoScaleR and revoscalepy packages, making them freely available under the MIT License. == Concepts == Many R packages are designed to analyze data that can fit in the memory of the machine and usually do not make use of parallel processing. RevoScaleR was designed to address these limitations. The functions in RevoScaleR orientate around three main abstraction concepts that users can specify to process large amount of data that might not fit in memory and exploit parallel resources to speed up the analysis. === Compute Contexts === A compute context refers to the location where the computation on the data happens. It could be "local" (on the client machine) or "remote" (on a data platform such as a SQL server, or Spark). Pushing the computation to a remote server allows people to take advantage of the greater compute resources that a remote machine may have. If the data being analyzed reside on the same machine, using a remote compute context also removes the need to pull data across the network onto the client machine. === Data source === Data source defines where the data comes from. There are various data sources available in RevoScaleR, such as text data, Xdf data, in-SQL data, and a spark dataframe. People can wrap their data in a data source object and use that as run analytics in different compute context. Different data sources are available in different compute context. For example, if the compute context is set to SQL server, then the only data source one can use would be an in-SQL data source. === Analytics === Analytic functions in RevoScaleR takes in data source object, a compute context, and the other parameters needed to build the specific model, such as formula for the logistic regression or the number of trees in a decision tree. In addition to those parameters, one can also specify the level of parallelism, such as the size of the data chunk for each process or number of processes to build the model. However, parallelism is only available in non-express edition. == Limitations == The package is mostly meant to be used with a SQL server or other remote machines. To fully leverage the abstractions it uses to process a large dataset, one needs a remote server and non-Express free edition of the package. It cannot be easily installed such as by running "install.packages("RevoScaleR")" like most open source R packages. It's available only through Microsoft R Client, a distribution of R for data science, or Microsoft Machine Learning Server (stand-alone with no SQL server attached), or Microsoft Machine Learning Services (a SQL server services). However, one can still use the analytics functions in an Express, free version of the package.

    Texas Senate Bill 20

    Texas Senate Bill 20 (S.B. 20), also known as the "Stopping AI-Generated Child Pornography Act", is a 2025 law in the state of Texas that creates new criminal offenses for those who possess, promote, or view visual material deemed obscene, which is said to depict a child, whether it is an actual person, animated or cartoon depiction, or an image of someone created through computer software or artificial intelligence. It was passed by the Texas Legislature on May 28, 2025, unanimously in both chambers. It was signed into law by Governor Greg Abbott on June 20, 2025. It went into effect on September 1, 2025. It was authored by Pete Flores and co-sponsored by Brent Hagenbuch, Juan Hinojosa, Joan Huffman, Phil King, and Tan Parker, as part of a package of legislation in the Texas House and Senate about A.I. and child pornography. Some supporters called it "common-sense" legislation falling within the "proper role" of government, protecting children and the "common good" within the state, with Heidi Ruiz, a police sergeant in Houston, describing the bill as "fantastic" and "fabulous." The bill drew comparisons to language, within Texas state legislation, which aimed to institute state-level book bans. Critics described the law as unconstitutional, saying it violated the Free Speech Clause of the First Amendment which prohibits abridgement of freedom of speech and the press, including the legal precedent set in Ashcroft v. Free Speech Coalition. The Comic Book Legal Defense Fund vowed to support those wrongly accused under the law. Much of the controversy regarding S.B. 20 involves the broad language pertaining to "obscene" pornographic images as including A.I.-created, animated, and cartoon depictions, with some critics arguing it could have a chilling effect on anime, manga, graphic novels, and other media produced, distributed, or created within Texas. == Provisions == S.B. 20 gives Texas police more provisions to restrict artificial intelligence-created child pornography, creating new criminal charge for possessing material depicting an underage person, under age 18, whether this child is an actual person or not. Those charged with this felony offense could go to state jail, but this could be elevated if the person charged has a prior conviction, of a $10,000 fine and two years in prison. == Reactions == === Support === Lieutenant Governor Dan Patrick applauded the unanimous passage of the law in the Texas Senate and called it "a priority" to protect children in Texas, and Texas citizens and thanked Pete Flores for his work on "this important issue". He later described the bill as part of the "bold, conservative agenda" that the Texas legislature passed during the 2025 legislative session. Phil King, one of the bill's co-sponsors, said that issue of child pornography had "infiltrated" the state's schools and said he was proud that the Texas legislature had "taken decisive action to protect our vulnerable Texans". Another co-sponsor of the legislation, Tan Parker described the law as "decisive action" to protect the children within Texas, and said he looked "forward to advancing this critical legislation" onward from the Texas Senate Criminal Justice Committee. He also described the legislation as "critical" action to protect the state's children from A.I.-generated child pornography and an "effective tool for law enforcement" to crack down on child porn perpetrators. Other supporters, such as police, and prosecutors, called the legislation an "important step" to ensure that images generated with A.I., along with deepfakes, "can't be shared with impunity" and necessary to ensure children's protection. Flores told senators that technology which enabled the production of "offensive" material by child predators had "no redeeming value whatsoever" and asserted that the materials had often been "used to groom and abuse children". John Leigh, a co-founder of Anime Matsuri, one of the largest conventions for anime within Texas, reassured those who contacted him, saying that the law is not targeted at anime and manga fans, stated that he supported the legislation, describing it as a step "in the right direction," and said that he did not believe it would "negatively impact" anime or related art in the state. Also, State Representative Dade Phelan emphasized the legislation's urgency to deal with A.I. and child pornography, adding that they need to "put some guardrails on it to where the public is being taken care of". The Texas Policy Research Foundation supported the legislation, saying that although it may lead to increased demands on state and local governmental resources, higher costs for local governments, and possible "civil liberty concerns" around online censorship, it represents a "necessary legal update" to address exploitation of children online, while "modernizing enforcement mechanisms" and recommended that lawmakers vote in favor of the law. Additionally, the group Texans for Fiscal Responsibility supported the law, arguing that it strengthened state law, upheld public safety, protected minors, and called it a "common-sense bill" protecting and promoting the "common good", children, and fell within the "proper role" of government. The Texas Public Policy Foundation also expressed their support for the law. A policy director for aforementioned conservative think tank, Zach Whiting, told the Texas Senate Committee on Criminal Justice, on March 4, 2025, that the foundation would assist legislators ans staff to "advance any and all measures to protect kids online" and shared an excerpt from of research paper about threats posed by A.I. in creating "sexually explicit deepfakes of children". === Opposition === Although the bill passed both chambers unanimously, there were some reports that the bill stalled due to opposition from Democratic lawmakers. Additionally, some individuals expressed concerns about the broad nature of the law's provisions. Anime Matsuri co-founder Deneice Leigh called for the law's wording to be clarified because "artists are anxious about displaying or selling fan art" even if the intention is "not be to penalize creators". She also described the bill as "vague and open to interpretation" as to what would be considered obscene and offensive while noting that the bill is not aiming to "target artists". Benjamin Napier, owner of Mansfield Comics and Manga in Mansfield, Texas, said that at first he felt the law was "ridiculous" and "kind of frivolous" at first, part of a "misguided puritanical onslaught", and noted that he would not cow "to the puritanical regime" if it was enacted. Kirsten Cather, an Asian Studies scholar at University of Texas, expressed concern at the law's misinterpretation because "many anime characters appear youthful, regardless of their actual age", said that the law could "stifle creative expression", and noted that the law's scope is broad enough to have manga and anime under scrutiny, a "real slippery slope here that's being breached". Marcel Green of Screen Rant said that the law's ambiguity led to concerns from manga and anime fans, and theorized that the law's application to a fan within Texas, who downloaded the 368th chapter of My Hero Academia, which has a "sexualized depiction" of an "underage high school student", would result in a criminal offense of "180 days to two years in state jail, along with a fine of up to $10,000". Green also said the law is problematic because many anime and manga characters are young, with many protagonists as minors and argued that the law could apply in limited cases, if state officials deemed an anime or manga under scrutiny as lacking "artistic value". Evan D. Mullicane, on the same site, said the vague wording of the legislation made it "dangerous" for anime such as Dragon Ball and Naruto, and could impact more than hentai, predicting it will be used against more than its "intended target" and be used to censor stories with "young LGBTQIA characters". Another critic on the same site, Carlyle Edmundson, called for anime fans to step up and prevent the law's enactment "for the good of artists and fans everywhere", saying that the legislation was "draconian" and claimed it was the most extreme case of anime and manga censorship in U.S. history. Nick Valdez of ComicBook.com said that the legislation could lead to censorship of "many anime and manga projects," like Kill la Kill and The 100 Girlfriends Who Really, Really, Really, Really, Really Love You, becoming a crime, and said that even if the law is enforced in a case-by-case basis, it could lead to a "much larger ban of materials in the state" itself due to the content of certain manga and anime. Vanessa Esguerra of The Mary Sue argued that possession of manga like Berserk and Vagabond, or viewing Dandadan, could be deemed illegal under the law, due to various parts of each of these media, and asserted that viewing and owning certain anime and other media, falling under the law's provisions,
